Concursul este deschis tinerilor din Crişana istorică, celorlalte regiuni istorice din România, Comunităţii Europene şi celorlalte ţări ale lumii.
Creaţiile audio,video de participare se vor numi offset clipuri.
Conceptul de Offset clip presupune originalitate artistică de orice fel , unicitate, lipsa de convenţionalism, noi standarde tehnice ale gadget-urilor actuale( camera video, web-cam, telefon, aparat de fotografiat) şi suporturilor( electronice, optice, celuloide etc) si modalităţi de exprimare specifice fiecărei generaţii.
Offset clipul nu propagă discriminare de rasă, etnie, sex, vârstă, credinţă, orientare sexuală sau opţiune politică, nu este mezantrop, misogin, xenofob, nu jigneşte nicio categorie umană.
Toate genurile de offset clip sunt permis: ficţiune, documentar, animaţie, comedie, dramă, acţiune etc.
Se admit orice tehnice de filmare, procedee artistice şi efecte.
Durata maximă a unui offsetclip este 5 minute iar cea minimă este de 1 minut.
Autorul îşi asuma paternitatea offset clipului şi garantează că acesta nu este o copie sau un plagiat dar cu respectarea copyright-ului.
Data limită de postare a offset clipurilor pe site-ul cu Url-ul: http://off-film-festival.blogspot.com este 16 mai 2011.
Fiecare participant se poate înscrie la competiţie cu un singur offset clip.Deciziile juriului sunt irevocabile.
Vârsta minima de participare este de 10 ani, iar cea maximă este de 20 de ani.
Materialele expediate nu vor fi restituite şi vor intra în arhiva OFF. Pentru promovarea festivalului OFF, materialele din arhiva vor putea fi folosite ulterior.
Anul acesta ,taxa de înscriere este acoperită de Comitetul de Organizare.
